When you add funds with XRP, your XRP is held as-is in your account. It is not converted at the time of adding funds. When you make a payment, your XRP is sold at the market rate at that moment to cover the transaction. The rate applied is the live market rate at the time of payment, not at the time of adding funds.
Exchange rates fluctuate constantly. The rate you see at confirmation is the rate that will be applied.
